If you do that before the mail's delivered, the postal worker will take them out and throw them away, meaning that no one gets notified (except the postal worker). And the post office may take legal action.

http://www.Do-Good.biz They do mass mailings at an affordable rate. We used them in Uptown. And then you have a record of who got notified and when, which saved us a lot of trouble when a few businesses on the route claimed to never have been notified.
